What Is This?
The Critical Thinking Consortium (TC²) guides and supports leaders in a robust, inclusive and meaningful process for creating focused and actionable strategic. Using the TC² framework as a foundation, we provide:
- Effective strategies for facilitating authentic and inclusive participation;
- Support for the development of critical questions that elicit quality thinking;
- Leadership in critically thoughtful data analysis;
- Customized professional learning opportunities for effective implementation, and
- Follow-up support
What's the Focus?
While we work collaboratively with systems leaders and community members to customize processes that best fit specific contexts, our approach to strategic planning can include six phases:
Phase 1: Build specific and contextualized process
Phase 2: Gather input and relevant data
Phase 3: Analyze data
Phase 4: Develop a high-level plan
Phase 5: Support the development of corresponding operational plans
Phase 6: Communication and implementation

Who Is TC²?
The Critical Thinking Consortium is a renowned and widely respected not-for-profit educational organization that has supported teachers, school districts, ministries of education, and other non-profit agencies in Canada and internationally for over 30 years. Our approach is founded upon a research-based conceptual framework that that embeds high-quality thinking across all initiatives, including strategic planning.
